If we avoid new technology because of uncertain risks, or even fear of unknown risks, we might not be able to avoid known problems such as climate change. Yet if we use new untried technology to solve problems, we risk causing other, perhaps bigger or irreversible problems later. Is it possible to develop technologies that are inherently risk free?
